Smew is listed as a "Rare winter visitor". The stamps were drawn by Martin Mörck and painted by Wang Huming in Beijing.
A reciprocal issue by China would be useful, but unlikely.

Having seen a better view of the white Booby, I would correct the identity I made initially. It actually looks like the bird was photographed on the Galapagos with Marine Iguanas
on the rocks in the background, which would make the bird a
Nazca Booby (Sula granti).

The one for Chobe National Park in Botswana has a prominent Giraffe, but in the background is a large bird of prey resting on the ground.
The source photograph suggests that this is probably a
White-backed Vulture (Gyps africanus). The 3 Oxpeckers on the Giraffe's neck are not identifiable on the photograph and may not be
detectable on the stamp!
The stamp with Elephants in Kidepo Valley NP, Uganda has what appears to be a bird on the tallest Elephant.
The source photograph suggests that this is probably a
Piapiac (Ptilostomus afer) with a second on the left-most animal.

One "Eagle" may defy identification, and considering the inclusion of a Bald Eagle, there is no reason to assume that the birds portrayed occur in Tajikistan, nor that 2 of my guesses are correct!

Update:
A further issue of 4 souvenir sheets has recently been announced, though the PDF from which I extracted this image
was named "Birds ss x 4 No 2 released 25th July". Birds featured are:
Monk Parakeet (Myiopsitta monachus),
Hyacinth Macaw (Anodorhynchus hyacinthinus),
Burrowing Owl (Athene cunicularia) and
Pileated Parrot (Pionopsitta pileata).
